Job Title: Economic Development Manager
Reports to: Executive Director
Employment Status: Exempt, full-time
Education Requirement: Bachelor’s Degree in Business Administration, Public Administration, Urban Planning, Political Science or related degree
Experience: 5 or more years in economic development or a closely related field; CEcD preferred but not required
Salary Range: $55,000 - $65,000

Essential Duties

The Economic Development Manager will work with existing businesses in an effort to sustain and grow the local economy, market the community to attract new business, develop relationships with existing businesses to determine needs, create economic incentive packages and to work hard-in-hand with all facets of economic development to provide and promote an economically viable, dynamic and livable McKinley County, New Mexico.

Skillsets & Capabilities

This person must possess strong communication skills, oral and written, and demonstrate the ability to work cooperatively and independently. The ideal candidate is a self-motivated person who can create and implement new initiatives;

This person is a core member of the Economic Development Team. In this role you will be in the public eye, building relationships with local businesses and spearheading retention and expansion;

The ideal person for this role is a problem solver, comfortable in a fast-paced environment, who is motivated by a strong work ethic and a desire to build a community;

This person must work toward obtaining Certified Economic Developer (CEcD) certification, costs to be paid by GGEDC;

  • Aptitude to work under pressure and within established deadlines;
  • Ability to work nights and weekends to accommodate after hours meetings and events;
  • Ability to travel locally, regionally, nationally, and internationally; and,
  • Proficient using all MS office programs.

Business Development

  • Coordinate with the Executive Director to recruit new large commercial and industrial prospects, matching those prospects with suitable geographic sites and selling the business case needed to attract prospect investment within;
  • Attend trade shows, sales missions, and site selector outreach to promote community;
  • Coordinate visits from site selectors and prospective retailers;
  • Conduct business retention and expansion visits to determine needs of businesses and identify possible expansion opportunities;
  • Manages foreign direct investment business outreach and community certifications;
  • Provide one-on-one business startup and expansion consultation as required under contract with the City of Gallup and other funders;
  • Partner with technical assistance providers to deliver training services such as workforce development;
  • Facilitate economic development workshops and planning sessions to build community and organizational capacity;
  • Monitor and track economic development metrics to develop reports showcasing return on investment;
  • Assist with monitoring and conducting research on legal, regulatory, and public policy issues with community development and economic development finance;
  • Perform and/or supervise due diligence to include business background checks, on any project or persons requiring local and state incentives such as the LEDA ordinance of McKinley County and the City of Gallup;
  • Assist in development of funding opportunities for the corporation, both public and private, including grant funding and foundation outreach;
  • Assist with the ongoing development of the GGEDC year one and future plans;
  • Assist in the creation of agreements and contract the GGEDC may consider;
  • Assist in implementing the general economic development services required under contract by the City of Gallup and other funders; and,
  • Other tasks as assigned by the Executive Director.

Research

  • Coordinates with the Executive Director to assist in the compilation of community comparison profiles, cost of business / incentive analysis, local economy indicators, local and state tax collection, commercial real estate, socio-demographics, company profiles, and NAICS code sector analysis;
  • Assists with the performance of due diligence to include business background checks, on any project or persons requiring local and state incentives such as the LEDA ordinance of McKinley County and the City of Gallup; and,
  • Review IEDC data sets for City of Gallup and McKinley County.

Marketing and Public Relations

  • Coordinates with the Executive Director in development of marketing strategies for tradeshows, sales trips, site developer visits, social media, and direct mail initiatives;
  • Contributes to content development for GGEDC website, publications, reports and marketing campaigns;
  • Maintains consultant relationships with Golden Shovel and GIS Planning personnel to provide information and support to GGEDC website; and,
  • Maintains Executive Pulse CRM database.

Salary and Benefits

  • Salary is based on experience, with salary increases based on merit.
  • Mileage is paid at the approved IRS rate.
  • Medical, Life and Disability insurance is available with all premiums paid 50% by GGEDC for the employee. Spousal and dependent insurance is available at the employee’s expense. A Simple IRA is available.

Experience: 5 or more years in workforce or economic development
Salary Range: $55,000 - $65,000

Essential Duties

The Workforce Development Manager is responsible for development, implementation, operation, and evaluation of education, vocational training and work readiness activities of the Industrial Employment pilot project under the McKinley County Career Pathways Initiative. The Manager will work closely in partnership regarding project implementation with the Northwest New Mexico Council of Governments and other local leaders and stakeholders.

This position primarily focuses on project development and management, and involves frequent
interaction with a wide range of stakeholders and community members, which may include, employees,
board members, subcontractors, clients, visitors, community agencies, vendors, and others.

  • This person is a core member of the Economic Development Team. In this role you will be developing partnerships with a diverse range of individuals and agencies across the educational, business, government, nonprofit and workforce sectors;
  • This person has knowledge of and progressively responsible experience in workforce training program planning, development and evaluation preferred including managing projects funded by a foundation or government agency;
  • The ideal person for this role has experience working with and/or supervising people from diverse cultural, ethnic and gender backgrounds;

Workforce Development

  • Plans, develops, implements, and evaluates workforce development programs to identify and prepare local citizens for employment with economic-base industrial employers;
  • Establish Workforce Development goals and strategic plans;
  • Maintains and builds relationships with business and industrial employers, governmental agencies, community organizations and educational and workforce development partners, and provides leadership in developing and assuring the quality and relevance of a program of services that best serves the needs and interests of job seekers and employers;
